What is the purpose of plaing bears in many corners? Are they holding up the street signs?

No, they are not. The bear on this picture is just an advertisement of private car dealer.
A bear is the official symbol of Berlin (the city emblem). And unofficial too: some times you can read instead of the right name of the city something like this: Bärlin (that means Bearlin).
